Both Russia's constant quarrel with the uneven nature of disarmament (if you think "everyun got nukez hehe das how u win... welp... we're the winner in the end because we'll have warheads 50-100+ years long after everyone else, unlike most nations our disarmament has been relatively slow while keeping pristine maintenance on our weaponry... unlike, ahem, a certain state where uranium and weaponry parts etc were smuggled out of in disturbing amounts thus scattering the closest thing to a rival stockpile) .... ALONG with Putin's threat to use nuclear retaliation only a day or two into an invasion; says to me they're well aware their warheads may only be functioning at 40%.
