What the f*ck are you talking about? Nearly every culture on the planet imemoriam has had laws, formal or informal, forbidding sexual assault in one form or another. There have been discussions and changes regarding what exactly constitutes sexual assault, how much responsibility one has for their decisions and obviously there's war where all civilizational rules go out the window, but acting the world was an all you can raype buffet until 5 years ago is brain damage level retarded
