It's not a "scam" or some conspiracy. The agent is going to figure out a way to get as much money possible for the package, obviously a festival is different. The configuration on a lineup isn't going to sway someone caring about the music/buying merchandise/longevity and someones draw on a one off or a particular day of the week is not the same as a band who constantly tours. >>>
Scowl isn't "headlining" they're playing last & LOL @ them needing Militarie Gun & for some shows MSPaint as well as support in 200-400 capacity rooms.
