For it to be effective, you need EVERYONE on the road to be onboard, which is impossible. It doesn't help that people also drive ahead to skip the line, then cut people off when merging in last second. People sitting there don't want to let them in. I earlier I watched as a sports car drove directly to the end of the lane, tried to merge over into slow moving traffic, and nearly caused a major wreck.
