you can't legally have unilateral secession. I think only a few states have any ability to vote and propose also; like Vermont which joined after being a sovereign state (WHERE THEY DEVELOPED A SOVEREIGN HORSE LONG LIVE THE GREEN MOUNTAIN BOYS AND GREEN MOUNTAIN HORSES) or Hawai'i but Hawai'i would get wrecked if they left.
